New Orleans' Lower 9th Ward was at the epicenter of the destruction wrought by Hurricane Katrina seven years ago. TV images of 9th Ward residents stranded on rooftoops as Katrina's floodwaters ringed around them became the lasting image of the storm and a symbol of the government's ineptitude to protect and respond to its citizens. During Hurricane Isaac's trudge through the same region last week, the Lower 9th remained high and dry, thanks to improved hurricane protection systems and new homes built to resist winds and floods.
